Version 0.3.18b released

New or fixed in this version

•  Minor UI update .
• Fixed Saved Game list not being populated when the Backups tab is selected. 
• Big rewrite of how settings are managed behind the scenes. Makes it much easier for me to add/remove or reorganize settings. 
• Updated the way it manages the server IP binding.
• Added clustering settings.
